Erasmus+ Capacity Building in Higher Education project 2017 - 2020

Savonia University of Applied Sciences participates as a partner in the international project “Transition to University Autonomy in Kazakhstan” (TRUNAK) within the framework of the Erasmus+ Capacity Building in Higher Education. TRUNAK is an example of a Erasmus+ Structural projects. Apart from increasing the quality of higher education, Erasmus+ projects enable project partners to initiate and maintain long-term cooperation. Such networks will be useful in other areas and allow to gain grants from other EU programmes.

The aim of the TRUNAK project is to transform the Kazakh universities from ministerial control towards decentralized governance by  developing a model of autonomy and support of the structural changes in higher education by transfer of experiences from EU-partner countries. The following activities are planned to serve this purpose: conducting needs analysis, developing a model of university autonomy, defining the desired degree of autonomy, implementing the model in the Partner Country's universities, developing guiding material on university autonomy, forming a consulting group around the results and disseminating them to other Kazakh universities. Savonia UAS participates as a partner in all Work Packages. The project started on the 15th of October 2017 and will end on the 14th of October 2020 (duration of 36 months).

The project will benefit the target groups and stakeholders through helping them to find a way of decentralizing university governance, using the knowledge gained by performing the project activities. The activities are designed to, by means of interaction with EU experts, allow the transfer of knowledge, and obtain insight and perspective in university autonomy, with help of the expertise and experiences from the experts on Educational systems. At European level, the project will contribute to the dissemination of European models of governance of Higher Education Institutions, complementing the Bologna Process in Kazakhstan.

From 13th to 17th November 2017 the Karaganda State Medical University hosted the kick-off meeting in Karaganda, Kazakhstan, during which the Project Management Team were selected and a number of issues related to the project were discussed. On the second day of the kick-off meeting Virpi Laukkanen presented from the Savonia’s point of view the History; Facts & Figures; Governance and Organization; Financial management; Academic Management; and Faculty recruitment and admission of students to the partners of consortium. Serik Omirbayev, the Rector of the North Kazakhstan State University, informed the participants about the current state and future prospects conserning the development of university autonomy in Kazakhstan. A special guest of the meeting was Temirkhan Kulkhan representing the Ministry of Health of the Republic of Kazakhstan.
